There seems to be a change in notifications handling in Android 13 API, that if for some reason you disable an app’s notifications, the app must need to re-request user permission in order to re-enable them.
In the current Roon remote version that doesn’t work:

Roon doesn’t give me the option for notifications, but not sure I would need Roon to notify me for anything though

I was just comparing my Android 13 and it’s lack of notification permission settings.
Lockscreen controls have always worked for me, which I don’t think has any baring on notification permissions in the Android settings.
With what you’re saying, could you clarify which version of Roon Remote app you’re on, early release maybe 
Also, what Android device do you use?
Might be able to put what you say in a little more context based on that 
Latest official Android & Roon remote versions on Samsung S21 5G and Oukitel RT6 tablet - they have slightly different settings due to Samsung’s UI mods
