After installing the Roon ARC app on my iPhone, I find the program works flawlessly while driving around the Maryland-Washington D.C. area, but I wonder if it will work as well when we visit Italy this summer. Has anyone used Roon ARC in Western Europe?
YES!
I enjoyed Roon ARC (my Roon server-Windows11 PC in North Carolina) while touring Scotland, England, and Italy including in Tuscan village Lucca. Really depends on the cellular signal strength.

I am living in the Netherlands. ARC works flawlessly here. 
I live in France and I use ARC very regularly, it works very well!
Make sure you have a roaming data plan that works in Europe and doesn’t force you to live the rest of your life under a bridge.

I’m using it perfectly fine in Ukraine. It all depends on signal strength and your server network speed.
Depending what the signal is like I would have a backup plan. Learned my lessons the hard way
Also if you have the space off line some music as that should help
Arc is very susceptible to poor mobile data connections. Cant say how good that would be in those countries if you travelling about, but ARC worked for me in SW France fine but YMMV. Nothing can be guaranteed when mobile data is concerned.
