Was this ever implemented, where Roon would automatically select the highest resolution track, no matter if it would be the local library or the steaming service?

No. They did add a feature to choose the priority of service and to be able to override MQA with none MQA material. Radio choices are based on data from Roon users as well as other criteria so the choices of what it will play are based on the version of tracks that the algorithm comes up. Roon then gets closest equivalence match to that version, this may not be high res or the same one you already have in your library. it’s always done this and does what it was designed to do.
