That bitrate is 24 bit 44.1 kHz FLAC, hence greater than CD quality.

But that is why there are two audio quality options, one of which is CD quality. And this download is not that.

Any error probably lies in labeling, nothing more.

Look at the Hi-Res Audio badge on that album. It already states 24 bit 44.1 kHz.

Qobuz has confirmed that there is a bug. They are working on fixing it.
