May not be the same issue but if the monitor/TV doesn’t support 1024 x 768 you may not be able to enter the visial bios via F2

So if the keyboard Fn keys work, yet you are not entering the visual BIOS with F2, then the next step is to try an alternative monitor. Your screenshot shows the current monitor has a resolution of 1024x600. This may be below what the visual BIOS requires? And using a 65" TV may not be an alternative.
