It also seems make a difference (iPhone) if you do it at the bottom or top of the screen

Interesting observation. I just tried it in my iPad and I’m seeing the same behavior. So, moving what you would like to quote to the bottom of the screen before highlighting it seems to be an effective work around. 
I just played around a bit with this on my iPad and it seems as long as what you would like to highlight/quote is at the middle of the screen or lower, the Discourse buttons aren’t covered.
