It’s part of ROCK updates, there is no separate way. (Unless Roon added an automatic Tailscale update within ROCK that works independently. If so, they haven’t mentioned it)
You don’t. Just like every other component of RoonOS (as installed by ROCK), the version is fixed - at least until the next release of RoonOS.
In general this should not matter because Tailscale should offer inter-version compatibility (both forwards and backwards).
The only time that you might be concerned about this situation is if it is discovered that there is a security weakness in Tailscale that is fixed in more recent versions.
If this is not the answer that you want, then you are best off installing Tailscale on a different ‘always on’ device as a subnet router. Details can be found at:
If this is still not suitable, you may be better off abandoning ROCK and going for a more conventional linux distribution and installing Roon Server and Tailscale on that. You will then be able to update the Tailscale package to the latest available whenever you like.
