In a prior post, Jussi, the developer of HQPlayer recommended keeping EQ to below 1kHz, but also recommended a house curve which continues to decline to 20kHz. How can I accomplish both?

You can’t, they’re mutually exclusive cases. I suspect @jussi_laako was meaning that it can be unnecessary and possibly counterproductive to attempt EQ over 1kHz but when you do a house curve is a useful tool.
I’ve not bothered to EQ over 1kHz and have rationalised a flatter extension to 20kHz on the basis that my aging ears will provide any desirable high frequency roll off.
