The fan most likely DID kick in, it is just very quiet at lower RPMs.
It is possible with NUCs 8-gen and higher, which use much larger fans that run much slower to achive same airflow.
The Nuclus ONE uses a much smaller fan, identical to those used in 4th-7th gen NUCs and those unfortunatley are much louder (due to the fact they spin faster).
I have a NUC 8i7BEH which certainly does have a fan that kicks in periodically. I keep it next to my router and nowhere near my listening room. What I find most interesting is that I occasionally hear the NUC fan running when Roon is not in use at all - not even backups. I can only assume that Roon is running some kind of background metadata checks on my library. Perhaps newer NUCs or those with lower CPU power or the Nucleus ONE simply have either much quieter fans or less of a demand that would push the fan to engage.
You should consider the Eversolo DMP A6 streamer/DAC and its HDMI out. It will allow you to connect to your Receiver, costing you just a few 100’s $ than this Nucleus One
… other than it’s more than twice as expensive it looks cool.
FWIW, I already have a small Windows NUC as an endpoint, but the HDMI out is flaky, and I’d like a more solid, virtually maintenance-free appliance (like I believe the Nucleus One would be).
You’ll have to wait until it’s shipping to European dealers. No date has been announced as yet, but @jamie has said that it will be happening.
PS I notice that the Nucleus One page in the Roon Labs Store says that the expected release date in the US is 30th June 2024, so I expect that release to the EU will not be before that…

I decided to take the Roon plunge from Audirvana. Should I wait for the N1 or install Roon on a laptop?
Roon has never done this, but occasionally offers a free subscriptiin with hardware. The Nucleus One is a budget Roon server, and just released, so I’d guess this is unlikely.
Don’t expect a reply from Roon; announcements regarding offers are pinned to the forum, sent in marketing email, or announced in the Roon blog.
I ordered my Nucleus One when it was first announced at that time it was stated it would ship mid May. Now I looked and it showing end of June. Is this for all orders or for newer orders only?
