Adding a radio stream (http://sb.err.ee/live/raadiotallinn.m3u8) does not play the stream live but 1h delayed ?
Linux (NAS/SonicTransporter/Antipodes/Ubuntu/etc.)

This is a known bug in Roon (although in this case I would have expected the audio to be 2 hrs delayed)
The reason is that the station sends out 720 pointers to 120 minutes of audio in 10 second chunks. Their website (and VLC) play the last (current); Roon plays the first (2 hrs ago).
In the meantime, I have added Raadio Tallinn to the database for you using an mp3 stream which doesn’t have the problem.
tx - yes, its 2h behind and stops even after it - looks like roon is not refreshing (as the webplayer does)
tx also for the mp3 link - but this one is stereo imbalanced (left channel volume is off some db) - one can hear it or also see it if recorded and seen on audacity. no response from radio station’s support as o now 
thats why i am behind getting the HLS AAC stream working
also CXN V2 can not play it
btw - mplayer can play it properly on linux command line - should be possible to make roon play this too ? (depends on their way of playing the stream)
while verifiying your added stream i noticed the stereo imbalance i mentioned has been fixed (audible and verified via audacity)
