I wanted to tell you that with the release of the public IP by my ISP the problem of the ARC connection has been solved!
since they communicated the IP to me, I restarted the modem, opened Roon and in less than a minute ARC was communicating with the roon core without the wifi on and I didn’t even need to open port 55000, it did everything roon.
this morning I tried ARC in the car and it worked perfectly!
