I have the same issue with another local station WDCB Jazz, unfortunately there is not an alternate URL to use for this one.

For anyone seeing this same issue, I found an alternate workaround.
It is a weird one, that it only happens with RAAT and the Matrix-Pro Mini-i 3 pro (so there still seems to be an underlying issue), however using the https version of the URL works:
https://wdcb-ice.streamguys.org:80/wdcb128
note the https instead of http.
