Yes, both my laptop running Core and my streamer are connected via ethernet cable directly into the fiber modem, no wifi.
Any firewall running on the laptop? What modem is it, maybe the router in it is not up to snuff?..

Good points, i will find that out.
Just an update for those interested in the resolution for this issue, i have tried everything on Windows 10 and nothing helped, so i pulled the trigger on a cheap Intel NUC (the cheapest i3 in the compatible list for ROCK), and ever since i installed ROCK on the NUC all my problems are resolved.
I strongly think the Windows is an extra layer which can bring lots of issues, it is responsible for all drivers, permissions, etc. With ROCK you start off with Linux which is more stable by definition and you have ZERO interferences from anything OS related for the Roon server.
It is not a very costly fix to this type of issue and i would recommend this to just about anyone running Roon without a Nucleus.
