Does it matters what to first turn ON from the two ?
Also to turn OFF sequence ?

No, the SPDIF protocols are not handshaking so they should be resilient to any sequence. However, it seems to me the true way to connect devices are of course when powered off. (I don’t live by that though)
USB needs a handshake to establish comm though, so there it’s better to power up the device first, and then the host. (reverse order on shutdown,even if i doubt that matters)
