There could be remnants of the device or drivers still in your system? Is there anything in windows settings apps & features or task manager services/processes that is still running?
Is the PC your server or just a client? If it is a client you might try, restart, reboot, and maybe re-install of the client software?

When you removed the device did you go to device manager and uninstall? If so did you check the box to remove drivers? You may need to re-install/reconnect the device and try again?
In device manager check other section (like system devices, Audio inputs and outputs, USB section, sound controllers, etc) to see if there are any other entries for the device?
Another thing to try, this might be a stretch and a PITA, but you could try deleting the USB entries in Windows device manager and letting it re-install them all. I would first try telling it ti “scan for hardware changes”

You would then need to reinstall the drivers for the new device or any other devices that need drivers.
I have done this in the past when the USB buses, hubs, and hosts did not play nice due to leftover “drivers” and chaff which caused flakiness with USB devices.
I think the only way it stays in Roon Audio is because there is still an “active” connection? As in Roon still sees something on the PC that represents the device. So you need to find whatever it is and shut it down or delete it.

When I uninstall the IBasso USB drivers and reboot, I still have this in Roon
