I’m planning to build a dedicated Roon Rock Server and was planning to use an Alder Lake N97 intel processor, a fanless machine like this Blackview MP80 - Preto - Portas USB A 3.0, HDMI
Will ROCK run on such a machine/PC ?

Only the listed NUC models are supported for ROCK and confirmed to work. Anything not on the list may or may not work.
Any hardware configurations other than the above are unsupported .
Although they may work now, they may also stop working at any time due to updates.

I have now installed Roon Rock on a new Mini PC Dual LAN 12th Gen Intel Alder Lake-N100 processor. It runs great.
Just looking at specs these seem to be ideal for making a decent compact core: pretty fast single-core performance, quadcore, enough of addressable RAM both DDR4/DDR5 and very low TDP.
I guess the main reason why they did not appear in recent NAS models or Nucleus One yet is they are simply too fresh.
