Has the status in Roon -> Settings -> ARC changed after adding exceptions in your firewalls and antivirus software for Roon?
I don't have any system or third-party firewalls or antivirus software.

Have you successfully located and enabled the UPnP or NAT-PMP settings in your router's web UI?

Do you have more than one router in your setup?

If you’re encountering a multiple NAT diagnostic despite the TCP port forwarding rule, there is still a redundant layer of network address translation in the pathway somewhere. This can take the form of a second router, your service provider’s carrier-grade NAT, or in some cases, both.

No, just one router. By the way, the plex Media Server and Plexamp are running ok

How to solve it

You’re most likely behind a layer of carrier-grade network address translation (CG-NAT) on the part of your ISP.

The most expedient workaround here would be to install a proxy mesh peer-to-peer VPN like Tailscale directly on any non-RoonOS machine and the client phone itself. This is technically unsanctioned by Roon and an unofficial workaround, but it’s proven useful for users in your position. You can find specific instructions in Tinkering on this forum or on Tailscale’s website here.
