that’s the point 
It adds only the albums/tracks from this artist, that are in your library … and if there aren’t any nothing is added. In general roon cant handle nothing if its not in you library … and unfortunately there no option to adds artist to some kind of artist library.
No, you can add albums and tracks that aren’t in your library to a playlist. I do this almost daily.
