Correct according to Discogs, he is a Verve Records staff photographer

The photo of Hugo in Roon seems to make sense for the period. However, his Discography is a complete mess of anyone called Hugo

Any luck in further identifying the Hugo who shot the VU image? I haven’t found anything.

Nope, “Hugo the Verve staff photographer” is the best I find. Including the Velvet forum, for instance
