That’s not the expected behavior, and downloaded content should be fully available offline without needing to revisit each album online first.
A couple of quick questions to help us narrow this down:
Are all older downloads affected, or only certain albums?
Does the issue persist after restarting ARC?
If possible, please share one or two album examples where this happens.

I don’t know. When I look at the list now, in its current state, some older downloads are affected and some aren’t.
However, although I had to reinstall ARC too many times in the past, I didn’t have to for several months.
Therefore, for many of the downloads that were created since then I am sure that I loaded the album at least once in these recent months, but for others I didn’t.
(This is further confused by the testing I have done for issues like the missing albums covers when offline, meaning that I probably visited some albums to make them cache covers, even if I didn’t listen to them).

The Chore of Enchantment from the OP was one, now fixed by revisiting it. Some others:

On a plane. ARC updated before I left but I didn’t open it. No Internet on the plane. ARC just freezes and crashes. Won’t respond and, of course, can’t access my downloads at all.
We were able to reproduce this issue on our side. Once you have access to an internet connection again, ARC should start working normally and the problem will be resolved.

The issue is already with the development team, and it’s currently under review. We don’t have an update to share yet, but we’ll post one as soon as there’s progress.
