One more idea: please select volume (lower right on Roon UI), gear cog, Audio Device gear cog Device setup, and make sure that Volume Control is set to “Device Volume”:

One more thing - have you tried disconnecting your monitor from your Mac, then reconnecting it?

I have to say, this is correct, and my answer was not. I had been overthinking this for too long.
My macOS settings → Audio output volume has no effect on Roon’s volume level. In Roon, my Studio Display speakers are selected, and can set the macOS audio settings volume higher or lower, and there is no change in Roon, which remains quite soft throughout.
But - have you tried powering your monitor off and/or disconnecting/reconnecting it to your Mac?
And what is your Studio Display firmware? Mine is:

I am running the same firmware. FYI, the speakers work fine in other apps, e.g. Safari, YouTube, etc… They are only overly quiet in Roon.

Thanks for the reply. Both System Output and my Apple Studio Display Speakers are set to “Device Volume” as per your screenshot. The volume remains quite low at 100%, but can be set even lower via the slider in Roon. Changes to the Apple settings volume control for the same speakers don’t appear to change anything in Roon.
Weird, indeed. Did you power cycle everything, including unplugging and replugging the ASD?
Is there any chance that you are hearing leakage from your earbuds connected as USB devices with very low volume because you did not select System Output (or what you named it) as your output zone or target in lower right of Roon interface?
I’ve recommended de-powering the monitor twice now and have not heard back. It is its own computing device running a version of iOS, and I think a complete reboot of the monitor could help.
(I got my start in IT as a HP-UX admin, so restarting or shutting down anything isn’t my first thought, e.g. I have probably powered my Mac Studio down twice since I bought it in 2022.)
I powered down the machine, including the Studio Display, and left it off for a few minutes. I had rebooted it once or twice during this forum conversation, to no effect, so expected the same this time. However, upon booting up, I found that my Roon “Studio Display Speakers” device was playing back at a volume level matching my macOS system settings. That is, my settings were ASD speakers at around 30%, as I prefer when listening to music though them from iTunes/Apple Music app, and Roon was now at that same preferred level, though it indicated 58% in its interface, for some reason.
This behavior doesn’t make a lot of sense to me, but is an acceptable resolution to me. I actually don’t listen to music though my ASD speakers all that much, but felt moved to ask about it here as it was the very first thing I ran into when trying out Roon during my trial period, and it seemed odd.
I may wind up subscribing to Roon for Arc alone, since listening to my entire local, carefully curated music library, anywhere I am, has been a dream of mine since the earliest days of the iTunes music store. Listening to a track at work, that I’d ripped from some obscure CD years ago, from my home machine, made me smile.
Good. I am a UNIX guy myself, so I understand. The Studio Display is an odd beast, as it runs a variation of iOS, and is itself a computer, so in the rare case it is not behaving, it deserves to be considered for a reboot. As with all such devices, rebooting it should not be an ideally expected solution, so there you have it. As a fellow Roon and Mac user, I am sorry, but glad you got it cleared up.
