Roon Arc works well via mobile signal and many hotel wifis etc. From work wifi it is blocked because even the guest work wifi has some restrictions. IT is happy to unblock stuff but what instructions do I give them?

Is your Core computer with you at work, or at home? You’ll most likely need to request that the IT department create a TCP port forwarding rule using the static IP address of your Core and port assignment listed in Roon → Settings → ARC.

Core is at home. The idea is to be able to access it from work which seems to have a WiFi network with some restrictions.
