Does the above preclude UPnP from working?
Yes, because all that UPnP does is to provide a service to applications on the LAN to let them configure the port forwarding they need. It’s just a more convenient option to configuring the same rules manually.
Thank you. I guess this case is closed. I would change ISP’s but I get 900mb up/down. Speed wins for now.

I would check out TailScale as an alternative workaround for now: Tailscale implementation with ARC to circumnavigate ISP CGNAT, Success with Tailscale VPN
There are a number of other suggestions in #tinkering for users in your position with their ISP.
