ARC set up fine. No problems over the public network. When streaming while logged into a friends WiFi, since I was billed, it appears that I am still streaming over the public network. Normal? If yes, is there some obvious way to ascertain that?

Of course it is. My question is “Can I connect back to my core from inside an external WiFi?” That does not seem to have happened.
Yes, that is possible, but I all depends on the security applied to the Wi-Fi service. For example, it may only allow web browsing and mail services, and other common ports.
