You mentioned you bought your Pi from someone else. Any chance it is a 3 B and not a 3 B+? The 3 B+'s WiFi is better than the 3’s and can handle streaming 192 kHz music while the 3’s can have problems.
See this thread where Mike had problems streaming 192 kHz Qobuz tracks to a Pi 3 over WiFi. He upgraded to a 3 B+ and his problems went away.
