You can try adjusting the scale factor for the Roon app. I had to do this on my mothers laptop so she could see the text.
I would start by looking at Control Panel > Appearance and Personalization > Display and selecting Make Text and other items larger or smaller – in Windows 8.1 it looks like this:

If that doesn’t work, you can force the scale factor like this:

The Roon exe is in the Application folder of your Roon folder
You can also can add the same -scalefactor=2 argument to the shortcut that you launch Roon with on your desktop or Start menu.

Hey Mike – thanks for clarifying. I think I see the issue here. Bear with me and we’ll get this right for you.
Try this:
In Windows, open the Run dialog (just type Run in the start menu)
In the Run dialog, click Browse
Navigate to the Application folder of your Roon database
(this will be something like C:\Users\ [your user name] \AppData\Local\Roon\Application
Click Roon.exe
Now you should have the correct path in the Run dialog – for me it’s:
C:\Users\mike\AppData\Local\Roon\…
