Settings / Setup select ADD HQPlayer and input the IP address of the PC which is running HQPlayer. Once you have added it, the audio device needs to be selected as the output. HQPlayer should already be running when doing this.
in HQPlayer make sure the “Allow Control from Network” button has been turned on.
Edit. Remember in HQPlayer setup to choose the OUTPUT zone since when Roon sends the audio to HQPlayer, HQPlayer is then responsible for getting it to the DAC, not Roon since you’ve left the Roon ecosystem at that point.

I have already added HQPlayer but I need to change the IP address to “localhost” but cannot see how you do this. Can you please assist?

There is no way to edit the ip address once setup. You have to add a new HQP device.
You can have more than hqp audio device, btw.
If I try to add a new HQPlayer I get a message saying ‘The Host Name or IP address has already been configured’

Try deleting the older one, but, that message means the existing audio device is already set to whatever the IP address (or localhost).
Currently I am able to stream music via HQPlayer but I am unable to upscale. Can you guarantee that if I remove/delete the older one I will be able to add a new HQPlayer?
I certainly do not want to be without any streaming capability.
So you can stream? Based on your title I thought you couldn’t even connect Roon to HQPlayer. So no point in doing anything with audio device if you are already connecting.
Perhaps you might give more Specifics on the issue. What do you mean by you are not able to upscale?
