In reply to your first question. AT&T told me YES the have implemented carrier - Grade Nat for my account level.

Because your ISP is using CG-Nat, the only way you’ll be able to get Arc to work successfully would be to purchase a static IP (for now, until we’re able to release a solution to this, but I cannot yet speak on a timeline for when this will happen.)
