I am setting up Roon to watch a NAS with a large volume. I would like to export the ROON index and then re-import it into ROON when I set up the NAS in a different network location, using a different ROON account. Is this necessary? Or will the new ROON account already understand the NAS volume was being watched and previously indexed?

This is the one part that’s going to be an issue. Any reason in particular you’re going to be switching accounts?
