Importing iTunes Library on PC

I’ve read the threads here on importing iTunes libraries, have the file in the correct location, and named the right thing (Library.xml). I also have “import iTunes” checked. It doesn’t import. For a moment, it seems to blink 8400 files, then the line goes away and nothing imports. Can anyone help here?
