Impossible to kill RoonAppliance.exe

Roon Core Machine

Windows 10, Roon server, latest version.

Description of Issue

Issue is simple, as soon I do quit and restart Roon, I’m getting an error message. Looking at the logs, the error is due to the fact that :

Trace: Checking if we are already running
Error: Already running, existing.

So, Roon enters an infinite loop, as it detects a ghost process.

the ghost process is RoonAppliance.exe.

Isssue is, I have ABSOLUTELY NO WAY to kill the process.
Windows task manager fails to kill it, powershell fails to kill it, extra process managers like process hacker also fails to kill it.

Why is it the very first ever process, I am not, as admin of my computer, allowed to kill ??? It is crazy I have to reboot my computer in order to be allowed to restart Roon. I have other stuff running on this server, this can’t be a viable option.

Backup then deinstall and reinstall roon then see if you need to restore the backup.
Windows can get itself into a knot like that in many programs.
