Memory for Photos - Client or Server?

I couldn’t find information on this, and searching the forums didn’t reveal any more info.

Is this setting for the client/control or for the server?

I tried to guess it from the setup pane, but the pane has both server-side and client-side settings.

This setting is for the client, not the Core.
