This message is normally where you connection to Roon Cloud is bad. If simply restarting the server doesn’t fix it then do a cold restart of all the components in the network

Power everything down , wait a few minutes. Then restart the router/modem , wait until the internet connection is made , green light etc , then restart the Roon server

Thanks for writing in to let us know about this issue. Try @Mike_O_Neill’s suggestion. If that doesn’t work you may want to take a look at this conversation Is Roon banned in China? - #10 by Krutsch. It’s a bit old but it looks like what VPNs work in China can change over time. So while I cannot officially endorse using a VPN with Roon it might be something to look at.
