It fails for me in proper Roon just like for you, also macOS, current Ventura 13.5.2
As it works in ARC, I would argue that this is a bug. In particular if we believe this web page,
which says that …
All Mac with OS X is built with Khmer Unicode ready; meaning that, you can write and read in Khmer without install Khmer font in your system.
I am not sure if Roon uses system fonts, but arguably it should work if it runs on a system that provides built-in font support for Khmer and if there is content in Roon using this language.
On the other hand further research finds this:

Most of the Operation System (OS) such as Windows or macOS, don’t offer enough font Khmer to use, so you will need to download font Khmer Unicode for Mac OS or Windows. If you Cambodian and using Machintosh that running macOS, you will need more Khmer font to use in your word document or any design project. There a lot of Khmer font publisher that provides free font Khmer Unicode for free such as, Google font, and Mr. Danh Hong.
Yet again, Khmer renders correctly out of the box in my Safari, e.g. https://mfaic.gov.kh/ looks like this:

Roon Remote does not display Khmer text properly. I have experienced this on both Android and Windows.
To reproduce this: In Roon Remote (with a Tidal account linked to my Roon account), I access the discography of Cambodian artists such as Sinn Sisamouth or Ros Serey Sothea. All album and song titles are displayed with incoherent question marks instead of Khmer characters.
The same album and song titles are displayed properly in the Tidal app (web or Android).
If I do play one of these songs in Roon, the media notification displayed by Android looks fine. Only within Roon Remote is the text incorrectly rendered.
Note that Roon ARC renders the text perfectly.
