Are you able to successfully start playback for Qobuz content using this account on the Qobuz web player (play.qobuz.com)?

No, I have been in touch with them and followed their instructions.
This is where I am now. I don’t think it’s a Roon problem anymore although Roon wouldn’t load for a while and I was getting those messages “unable to start streaming, etc…”
Are others having trouble since loading Mac’s new OS?

If you are unable to use the Qobuz web player to start Qobuz playback, that indicates a Qobuz account or networking issue. I would reach out to the Qobuz team for further assistance and once you are able to use the Qobuz web player to start content, only then I would check for any changes to this behavior in Roon.

Yes that is the route I am pursuing currently
