Some of iTunes is imported, some not. I have clicked XML box. I cannot understand the rest of the help page

Just to verify, are you referring to playlists, albums, or both?
Can you share a screenshot of Settings > Storage as well as a screenshot of the location of your iTunes library location via Finder?
I think the issue is my misunderstanding of what my Apple Music Library actually is. Am I correct that Roon only interacts with purchased music, not music downloads that are part of the subscription service?

Yes, this is correct, Roon will only import media that has been downloaded from your iTunes library, integration with Apple Music is not possible at this time. For more information on how to import your downloaded iTunes library, please take a look at our iTunes Documentation.
