This might be a clue: the only Roon program which shows as active in Task Manager is “RoonAppliance”
Then check the Compatibilty tabs for both RoonServer.exe and RoonAppliance.exe.
They should be in C:\Users\<username>\AppData\Local\RoonServer\Application
