I’m glad changing the volume ID fixed your problem, always nice to have people working again.
I would expect that you will just have to edit the watched folders to point to the correct locations on the new drive, but shouldn’t have to do anything else if the directory structure is otherwise identical.
I’m pretty sure this is a Roon problem, not a Windows one.

I would volunteer to test that, provided I have a 100% guarantee that the following procedure will let me restore my Roon system to its exact pre-test state without nothing else to do.
Shut down Roon.
Sync the external drive holding all my media (let’'s call it “drive-1”) to a second drive (call it “drive-2”), the only difference between the two drives being their respective VolumeID.
Take a backup copy of the Windows directory holding the Roon files (for me: C:\Users\User\AppData\Local\Roon).
Unplug drive-1 and plug in drive-2.
Restart Roon, and update the watched folders locations. Only the drive letter should differ.
Test if everything works OK. Otherwise, do the following.
Stop Roon.
Unplug drive-2 and plug drive-1.
Restore the Roon windows directory from the backup taken at step 3.
Start Roon.
You should be in the exact same state as before step 1, without having anything else to do.
Please indicate if the above is bullet-proof. If so, I will gladly execute this test.
