Trouble Setting Up ARC

Have tried all of the above suggestions(except bridging, there should absolutely no need to do that) no results

Network engineer with 30 years exp. Have configured hundreds of PNP remote computers and security cams and apps. WHAT IS WRONG WITH THIS SOFTWARE VERY FRUSTRATED!!! This should take literally seconds!
