Get a new tablet that fulfills the requirements, there is no official way to get an older APK (version of Roon) from Roon Labs or Google. PS: You can search the web and might get lucky.

The app probably did not get any updates for a while but remained able to connect to the Roon Server. My Android 8 tablet did the same, and is stuck at build 1442.
