After todays upgrade I am unable to start Roon

It will be difficult for support to offer any constructive suggestions if you don’t provide some additional info regarding a) your system (network, endpoints, server device/spec etc), and b) a bit more detail regarding exactly what you mean by “unable to start Roon”.

Have you tried double-clicking on the Roon Server icon first, to start it before double-clicking on the Roon icon to start the client?

I do not have a Ronn Server icon

Well, you certainly should have a Roon Server icon on your desktop - a separate Roon Server app has been bundled into the Roon software download since November last year.

I suggest that you go back to the Roon Labs web page for downloads and download Roon for Windows and reinstall it again.

And just to be clear, have you been using the Roon Server on this Windows PC, or is your setup using a Roon Server running elsewhere?
