Do you have content from these Artists already added to your library?
no, but I don’t in either case-both when it allows a tag, and when it doesn’t. In other words., the behavior doesn’t relate to whether the artist is in my library.

Thanks for letting us know about this issue. We’d like to try to reproduce this ourselves. Can you let us know which artists you were having trouble tagging and the exact steps you followed to produce this behavior?
A data object has to be in the database to tag it. So, to tag an artist you need to have some credit on some album in your library that caused that artist to be added to the library.
Example, I don’t have any Celine Dion, search for her, go to her artist page, cannot add a Tag. Add the 1991 Beauty and the Beast Sountrack which she has a credit. Go back to her artist page and bingo, I can add a tag.
It doesn’t have to be an album directly by that artist that is added, just any album the artist is credited on.

I’m trying to find a method to build a list of things to listen to in the future and possibly then add to my library. I would think this would be a very common use case amongst music lovers.
Typically, I am browsing and stumble across an artist, album, or song I’d like to add to the list for review. Long ago gave up on albums, it was already proving clunky with only 2 items.
There appears to be no single source to accomplish this, but playlists at least allow adding songs that are not currently in your library, so tracks are covered. But for Artists, I’m still struggling. Since it appeared you could tag artists that also weren’t already in the library, when I come across those I tag them.
2 locations for building this “check this out” list being better than none.
Now, examples - I cannot disprove what the other users have suggested, in other words all Artists in my library can be tagged, based on a random sampling of about 30 of them. However, KRS One appears to have NO reference of any kind in my library, yet has been tagged (4Review tag) successfully.
Fortunate Youth is an example of an Artist that won’t allow me to tag it.
Hopefully this is enough info to assist in a resolution.
Is it possible the KRS was a collaborator on one of the tracks you already have in your library? @Rugby is correct that Roon doesn’t support tagging artists that aren’t in your library.
Yes, I found the reference to KRS, apologies for the incorrect previous information. So I guess my original request has been addressed.
But this only makes my the actual goal harder - How to build a list of at least Artists and/or Tracks to listen evaluate for adding to my library.
If this is no longer a Support issue, I would appreciate some direction as to what category to refer to.
