What USB cable a to b should be used if going from 3.0 port on pc to usb 2.0 port on dac.Should I use a 3.0 USB cable or will a USB 2.0 work properly

USB is backward compatible and marches at the speed of the slowest man so either cable should work fine.

Yes but just use a good USB 2.0 spec cable and avoid the need for adapters.
