It looks like you might be experiencing the issue discussed in this thread, with the workaround in this post:

I figured out what is wrong. The new update points to an application file in a new location. Open the folder named 200001324 which is in the following location: AppData\Local\Roon\Application\200001324. There should be a roon.exe file in that location. Create your shortcut to that new file location.
