Please be aware that the Roon Server device you are using is an unlicensed Roon Server with Roon. Because of this, the Roon Labs Support Team are not able to offer official support when using this device as a Roon Server.
That said, there are others on the community forum that may be able to provide additional troubleshooting steps for you. I’ve moved your thread over the Tinkering for this.

I had the build 1432 on it then the build 1442 doesn’t work.
I then removed roon and reinstalled it, but now its on build 1413.
The server is the Rhein Z1 Silent Angel
I know, and it is not licensed to use Roon Server by Roon Labs…

Typically this error message suggests that the Roon Server cannot reach Roon’s update cloud servers.
I’ve read you are experiencing this issue on two instances of Roon server which again suggests the issue is upstream of the Roon Server itself.
I can’t completely rule out a back end Roon issue, however, I’m not aware of any global Roon Cloud server issues (the forum would be overrun with user reports).
Given this, I’d recommend the following troubleshooting steps…

Reboot your network router, wait a couple of mins for its boot sequence to complete and then reboot the device that you are running as the active Roon Server.

Identify what the DNS server your LAN is using, if not Google or Cloudfare consider changing that in your router’s settings.
Searching the forum, There are a number of good reports from Roon user that have switched to Cloudfare.
If none of that helps, then I’d suggest creating a Support topic for this issue Roon Server on Synology NAS (as that is a supported device) and once solved hopefully it will also resolve the issue on your non-supported device.
