Do you have .NET 6.0 installed? The new Roon update switched to that and IIRC there was at least one similar thread where it was missing on the PC and installing it helped You would just need the .NET Desktop Runtime (not the SDK) from here:

Hi All, Thank you for bringing this issue to our attention, I have notified the team and we are looking into this, we will update everyone once we have more information. In the meantime, it sounds like doing a reinstall of the RoonServer Application Files (while leaving the Settings and Databases unchecked) allows RoonServer to start again.
