I’m currently having this isue.
Roon Radio is only picking tracks from my local library, never anything from Tidal/Qobuz.
I also noticed that when I went to my settings-> about section, it takes aaages to check if i’m on the latest version.
If I play a track, then hit next, the roon radio banner at the bottom of the queue window looks like this for a fair while:
Is there a specific port or something that might be getting used by another program I can check for?
If you click on the 3 dots at the right, there is a toggle to limit Roon Radio to your local library or not.

Are you still seeing this issue at the present time? Did Dirk’s suggestion of editing the switch resolve the issue?
