Yes, it seems the ARC translation project has been recalled. However, the Metadata translation debacle still shows (for me).

This is a bug 
We are having a problem with the Localizely project, and it was breaking internal releases of ARC. So for now the translation system is disabled while we investigate.
@ivan or myself will provide updates as soon as we can get things running again. Thanks for your patience, folks.
